IIRC, Collaboration Data Objects is the way many people went for sending emails from SQL Server 2000. Not sure how much info BOL has on CDO, but just Google...

SQL Server 2000, SQL Mail, requires a MAPI compliant client be installed on the server (i.e. Outlook, not Outlook Express).
