Perhaps partitioning isn't the answer. For example, unless you can isolate and guarantee that each filegroup is on a separate spindle (or spindles), you're still going to get head thrashing...

p.s. Also... in about 99% of the cases I've run across, performance issues usually don't have much to do with hardware, per se`. Usually, it's just really poor code unnecessarily...
