To be honest, I wouldn't use BCP for imports. Bulk Insert is a little faster.
To be equally honest, I'm also not a big fan of SSIS for this...

Ah... be careful, Laurie. You're using rCTEs (Recursive CTEs) that produce an incremental count and they're slower than a well written While Loop and use 9 times the number of...

I'm not sure how you're running your test. If I run the first session without the rollback, the second session doesn't run because of the blocking transaction. When I rollback...
