You can't avoid the optimiser. Even the USE PLAN hint requires that the optimiser runs the optimisation process until it finds the plan specified. Hence it can actually increase...

I don't have an example at hand but I've seen the same sorts of problems with DECIMAL, as well.
As for FLOAT being inaccurate, try dividing 1 by 3 using decimal...
