The comments in the code explain it. Remember that you don't have to calculate the length of the substring for things like this. SQL Server will do that...

The job actualy runs a Powershell script that does DBCC CHECK on all databases. The output log just says "Maintenance completed with errors".Thats it, there is no other information...

SQL Server takes locks as needed to process data, change objects, etc., to avoid glitches. As Gilamonster mentioned, there isn't a lock db or schema...
