Identity columns have their place, but not in what you're describing. Definitely not if you're having to merge data from multiple servers.

Probably the simplest solution would be VB.NET. Express edition is free to download from Microsoft's web pages, but will only connect to SQL Express (if I'm not mistaken). ...

Yes, you can run them at the same time in 2005. I've had some IO bottlenecks from concurrency in that case, but it's potentially not a big deal.
