you can look at the code in sp_help to see how it's done if you only want a subset of...

You can get most of a table definition from sys.tables, sys.columns, sys.indexes, sys.constraints, sys.ImForgettingSomethingButDontRememberWhatItIs.
Play around with those a bit, and you can get enough to generate a Create Table script,...

If you need tempdb to be able to deal with different collations, you're probably better off with either separate instances of SQL Server, or (probably best bet) multiple virtual servers.

Sounds like you have a stuck transaction in the log file, or a LOT of VLOG files. Are you familiar with the t-log physical structure? http://msdn.microsoft.com/en-us/library/ms179355.aspx
