But, why restart? Unless it was TempDB's log, restart would do nothing. Could have just killed the active processes & manually shrunk the user DB's log.

If it's a once-a-day thing and it's at the same time every day then chances are there is something else running at that time causing blocking.

DBCC ShrinkFile ('NewArchiveData_log', 1000)
That'll try to shrink the log to 1GB.

Query sys.database_files and post the name, filename, id and type of all the files in there.
Do Not delete the log file. It can leave the database unusable.

It's not going to help inserts. Fragmentation only slows down large range...

Assuming there's enough space, is there an anti-virus on the machine? If so, does it have the correct exclusions for all SQL files? (mdf, ldf, ndf, bak, trn)

1.defrag indexes more frequently after checking how much they are fregmented.Currently they are rebuild weekly.
Fragmentation won't slow down inserts, so this will likely do nothing
2. Increase CommandTimeout to 40s...
