    The only time there is a specific number of threads writing per file is when SQL is creating a database and...

    No. Don't. You run the risk of writing a good page over the bad block, do nothing to that database.

    Try a backup WITH CONTINUE_AFTER_ERROR.

    Backup extension is irrelevant, you can just use the restore GUI to restore the DB, or RESTORE DATABASE T-SQL.
