Check the Database mail log say? What are the errors being reported?

It all comes down to what you are protecting against. I would argue that rarely is whole DB encrpytion needed or even beneficial. We need to know more...

You might look at a whole disk encryption package. But do NOT use EFS, it will incur horrible performance penalties, I believe it forces the calls to be synchronous.....
