Using a Script Task you can send email with this code as the basis:

You might translate this line:

Even in this case, the SSMS may be trying to auto-save to a non-local location. You'll have to look into the options to see where the autosave location is.

Have used a similar method before, only real difference is that ALL the config files were source controlled, and the DEV provided them all.
Have you verified the package is configured...

I have also seen it when the "My Documents" folder for the user's profile is on an Offline Folder such as the users network home directory.
