Use MAX(DATE) and GROUP BY (ID)

Quick suggestion, declare a table variable and do an insert-exec, the output of the exec goes in the variable, then discard it.

If the partitioning is working for your in production and you're actually using it, removing it doesn't make a lot of sense....
