You need to include your table name in the ORDER BY clause in windowed function in your CTE. I'm not sure where to get the results you need.

I think the reason that no one has done it, is because the best approach is to use SSRS and export to Word.

It's because when you moved the Targets JOIN clause, you moved the corresponding ON clause to the end of the query, which means that that join will be evaluated last...

This is best done using a reporting tool like SSRS (which can even export directly to Excel).
If that doesn't work, then you will need to use a CROSSTAB...

You misunderstood. If you define your groups on the individual persons, you will get one record FOR EACH PERSON, not one record for a specific person.
