I read that licensing for SQL Server 2014 is a minimum of 4 cores per CPU.
So perhaps I could get away with that?
Does anyone see a downside to that?

I had trouble years ago do this.

I'm still trying to identify the version of sp_who3 that list the session that is performing the sp_who_3 command.

You can always move them(except resource) after installation.
I saw several servers today that had the Resource Database that had been moved.
