Change the connection string in the .dtsConfig file.
It is an XML file. You can edit it with text editor (such as notepad).

You can reduce the max memory from 14 GB to 12 GB, so that OS and other applications have enough memory.

Out of 16GB, 4GB is available for OS and other applications. That is ideal amount.
I suggest you set SQL Server max memory to 12GB.

You can ATTACH the .mdf file.
