I had run the filemon.exe and found out that the following path did not had any user permissions.

C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys

Go to the parent directory C:\Documents and Settings\All Users\Application...

aspnet_regiis -ga "username" to grant rights

then

give permission to the Virtual dir by

>aspnet_regiis.exe -s W3SVC/1/ROOT/Reports
