check the event logs before and after that service restart and determine if something else happened (e.g. patches applied to server and it was rebooted)

I think it is crucial to better applications to have dedicated testers working with the developers to find their bugs. Both working together will produce a much better application.

Yes, there is a button that will script out your changes after you have made them in Database Mail - but before you have committed them.
