You should consider the page density (Internal Frag) in addition to the External Fragmentation. And the value to consider for internal frag depends on your data and page density...

What is the size of some of these tables? How many pages? Is there a Clustered Index on the tables in question?

Load the data into a different table. Drop the current table, then rename this secondary table to what the dropped table was (the one you are currently truncating etc).
