It's best to give a DB a short meaningful name with no spaces.

The defrag of the clustered index or the heap will defrag the data in the data files.
If you are referring to the disk fragmentation - that has to be done...

Create the proper access in SQL using AD user groups. The the level 1 team can add and remove users from the AD groups as needed.
