You can check for the certificate to see if it has been restored by use of the catalog view.

select *

From sys.certificates

Restoring from network works. Problems that can arise are related to network latency and or network hiccups that could cause the restore to take a long time or cause...

It's not the master key but the encrypting certificate that needs to be restored to the new server.
