Are the statistics up to date on the server?
Are the indexes in a reasonable state of defragmentation?

Only requirement is that SSIS be installed. If it is installed, it will be able to perform this for SQL 2000.

Please enable logging from within the maintenance plan. It will give more detail about the cause of the failure than the SQL Agent log.
