Some of this (like password expiry) you could implement yourself. Other parts (like 3 fails & you're out) are more difficult.

DMO was written for SQL Server 2000 and lower. The security scheme was significantly changed for SQL Server 2005. I do not think that a permission named "VIEW"...

Do you mean that it is stopped? If so, then you can restart it by right-clicking on the "SQL Server Agent" icon and selecting "Start"
