Why do you need to do this in a UPDATE single statement?

The problem is the second term of the WHERE clause:
WHERE N < LEN(@Parameter)
AND SUBSTRING(@Parameter,N,1) = ','
AND ISNULL(N,0) > 0
)
If N is greater than the length of "@Parameter" then SUBSTRING...

My guess would be that it is the SUBSTRING()'s in your ON clauses.
