OK, you did restores and you did Attaches. Which have the 70 instead of 90? Both? or just one type? Don't know but I can investigate it asking people...

As far as I know, someone restored the DB from a Backup made in SQL Server 7.0
Don't know the Compatibility Level of that Backup (70, 65, 60)
