Are your member Id's actually just made up of numbers even though they are stored varchar? If so - you could simply use the Tally table itself to generate...

You seem to be running into the "2-digit year cutoff" property.
Your best solution might be to simply make sure that the remote system actually stores and passes 4 digit years...
