Not a good plan. What if you end up with concurrent inserts both picking 12 as the next value? Then both succeed.

One of two reasons is most likely:
Lack of rights. If it's a local Windows login, it probably doesn't have any rights at all on the linked server.

Those options have to be ON when you create the trigger, not when it's called.

As an aside, when you use a sub-query for an "IN" statement, you don't need to use Distinct in it. It just slows it down, unless SQL Server figures...
