I think some basic SSRS grouping would solve your problem
Col1 & Col2 are your detail
They are grouped by Type
Type is grouped by Set.
They would look something like this
Set1
--Type
----Col1, col2
--Type
----Col1, col2
etc.
Set2
--Type
----Col1,...
