Any users can use the MAXDOP query hint. If the value specified in the MAXDOP hint can be more than the value in sp_configure.

Check if some settings on the server is blocking access on Port 25. Also check with the Messaging Team, if they had changed something.

Did you try starting SQL Service in Single User mode from the command prompt?
Usually it gives the right picture there.
