Acording to Lise Cheron this will do the trick
"Yes I changed the SQL Server Agent startup account (you can overwrite your exisitng one) from ets manager. In this way all the security settings are taken care for you. You must restart your server for any changes to take effect.
"
I will suggest recreating SQL Server services accounts through EM.

UPDATE
I got this to work on a test box. We removed the account from a bunch of group policies and then I changed the proxy account using EM. After a couple of reboots it seemed to work. I'm still not sure what made the difference but I am still working on this on a production box.
