I HAVE INSTALLED SQL 2008 ON WINDOWS 2008 SERVER, I INSTALL SERVER WEB ROLE IIS 7 AND ALL COMPATIBILITY REQUIREMENT FOR IIS 6, WHEN I CONFIGURE WEB SYNCHRONIZATION AFTER I HAD CONFIGURED MERGE REPLICATION AND TRY TO CREATE A VIRTUAL DIRECTOR I RECEIVE A MESSAGE " THE USER DOES NOT HAVE PERMISSIONS ON THIS COMPUTER, TRY ANOTHE COMPUTER..."ANYONE HAVE AN IDEA

First, please don't use all capitals. It's rude in English, and the equivalent of shouting at someone.
Second, you haven't provided enough information. There are any number of things it could be, but it's security related. The user does not have rights. I'm not sure where you're creating the virtual directory, but if it's an IIS issue, this isn't the place to post. You would want to post on an IIS forum.

hello;
the server is not member of domain, i have install server web role iis 7 and all compatibility requirement for iis 6, when i configure web synchronization and try to create a virtual directory i receive an error message " the user does not have permissions on the specified computer, try another computer..." even if I'am loged on as a user member only of local administrators .
when i'am logged as local bulitin administrator idon't have the message...it is bizarre
