What Server Roles should has Windows user which I want to use to start SQL Server (cluster). With minimum permissions.

u should have log on permission on the nt or windows server.

At minimum, the user that starts SQL Server needs local admin rights on the machine that is running SQL Server. Note: It is not necessary to have domain admin rights, just local admin rights (but if the SQL Server needs to gain access to network resources, the SQL Server account will need the appropriate network permissions).
