In sql 7.0, though only 60 workstations are connected ( I have 75 user license), I am getting , Error 18460 - Login failed. The maximum simultaneous user count of %d licenses for this '%ls' server has been exceeded. Additional licenses should be obtained and installed or you should upgrade to a full version.
Why is it so? and any new user not able to connect thereafter. How to solve this problem?

Check your windows-eventlog and look for other (e.g. windows) lisence messages.
They might be related to your issue.
