Snapshot Agent failed while it was BULK COPYING data.
Now Publisher database cannot be accessed.
How can I get access to the Publisher database?

I find it hard to believe that the Publisher database would be inaccesible after the snapshot agent stopped. Probably the agent is still retrying.
What kind of error do you get. Have you tried to restart the snapshot agent?

I first run the select @@trancount to see if there was any transaction pending.
There was one so I then committed it. After that I was able to go back to the database and using the proper stored procedures dropped the publications and subscriptions and I shall try creating it again.
