  Does anyone if and where the setting is kept within the metadata to set the connection managers in SSIS to Work Offline before opening the package. 
  The Testing Connectivity when opening a package is taking up lots of time.

  Any suggestions workarounds and or insights would be greatly appreciated.

  If you right-click on the connection, you can select the "Work Offline" option from the context menu.
