Sounds like you are trying to connect to your sql server system on one of the two remote admin terminal services connections and both are in use.
If you have a desktop shortcut, right click on it and select properties. Change it so that it has looks something like this:
%SystemRoot%\system32\mstsc.exe /console
This will force you on so that you can check the connections and terminate any that should not be there. Realize that someone may get "upset" and also, don't leave your shortcut using this switch.
I only use it when I HAVE to get on the one of my servers. Not something I have to do on a regular basis.

At this point, contact your network/server admin people. There are only two administrative terminal services connections available to a Windows Server. If you can't connect, then both connections are in use by someone and you need to figure out who and get one of them off.
This really isn't a SQL Server issue, it is a Windows Server issue.
Also, I have no idea what or how JumpGate works. Never heard of it until now.
