Two performance parameters, target & total server memory, show significant discrepancies with total server memory consistently less than 1/8 of target server memory. On this server, the following drives: C: , F: & G: all have enough space. How to correct this imbalance between target & total server memory ?

Your drives & space on them are not factors.
Are you sure this is a problem? You can achieve equal target and total memory counter values by forcing it with the "use fixed memory size" option on the Memory tab of the Server properties dialog. But if you've chosen to let the server dynamically allocate memory, total = 1/8 target should not be a problem, just means the server has not been pressured into allocating more.
Do you see the total counter climb when you deliberately induce a huge load (e.t. select * from couple cross joins between big tables)?
