we are in a phase where we have to decide if db encryption (TDE) could be replaced with any other security method; be it 3rd party tools or any other security methods.
i would appreciate some input or a substitute to TDE (it is abt 15k/server).
ps- other option is to use 'encryptbypassphrase' which seems to be a lot of overhead work

Why pay for a separate tool when you paid for a product that has a feature you need.
Having said that, any specific Encryption method are you looking at which TDE doesn't support, if so, you may try some other solutions in the market.
