According to this link Using R Code in Transact-SQL you must have access to an instance of SQL Server where R Services is already installed. So I thought that your 4th option was correct.
Nice to know about the configuration option. Thanks Steve for another good question.

R in SQL Server is excellent; have just started using it and am quite impressed with it's efficiency and accuracy.

The fourth answer is not correct. It is not necessary to install the Microsoft R Server for using R code. See, e.g. this MSDN article Set up SQL Server R Services (In-Database)
