By default the installation goes to:
C:\Program Files\Microsoft SQL Server\90\Tools\Binn\VSShell\Common7\IDE\SqlWb.exe

I found that when I installed SQL Server 2005 for what I thought was the first time on a server that my network admin had installed backup software that had installed SQL Server Express Edition. The install program (during my install) thought that the client tools had been installed already even though a search revealed that SqlWb.exe didn't exist on the server.
I ended up having to remove the other instance (although I bet a removal of just the client tools portion would have been possible, but I couldn't see how to do that without zapping the whole instance) and when I installed the client tools for my own instance, it went well.
You say your instance had worked as installed for at least a while (so this probably does not apply), but it's worth knowing that your instance might not always be the first instance installed on a particular machine and that it can affect the installation if it isn't.
:o)
