Hi,
Is it true that passwords changed using SQL Server Configuration Manager, SMO, or WMI take affect immediately without restarting the service.

Yes it's true there's no need to restart the service

Although for the agent account on a stand-alone instance of SQL Server, the password takes effect immediately, without restarting SQL Server. On a clustered instance, SQL Server might take the SQL Server resource offline, and require a restart.

Does this holds true for older versions of SQL Server also like 2012, 2008, 2005.
