SQL Server Agent (SQLEXPRESS) service is not started and when I try start it I get this
message:
SQL Server Agent (SQLEXPRESS) service on Local Computer started and then stopped. Some
sercices stop automatically if they have no work to do, for example, the Perfomance Logs
and Alerts services.
This service is not enabled for Express Edition. It permits to schedule jobs on Sql
Server Instances. No importance except if you want to transfer data data between
instances or if you want to have jobs daily executed at fixed time

Use this link to see the features supported by SQL Server 2008 (all editions).

Scroll down the page a good ways to Management Tools and you wil see that SQL Agent is NOT supported by any of the variations of SQL 2008 Express

Yes...I have gone through it.If that is the reason then how Standard Edition Server for Lync Server can be installed with SQL Server 2008 Express.In the Lync Server 2010 Deployment console while configuring the "Prepare first Standard Edition server" the entire execution get haults at the step "Prerequisite installation failed: SqlExpressRtc" ?

Try the command at the bottom of following link:
If you are trying to install Lync on DC, you will have error.
You might need to change the path to SQLEXPR_x64.exe and the parameter after /SQLSYSADMINACCOUNTS
