We faced in one of our Server, the SQL Agent service was started and stopped. Even on many attempts, it was failing. Further investigation from OS side revealed that there was RW Previleges missing for SQL Agent account on the C:\windows\debug\usermode folder. Previlges provided and started the Service in Local System account and changed back to Service account helped us to sort out the issue.
What is being logged into chkacc.log file in the C:\windows\debug\usermode folder by SQL Agent ? Can any body tell what could be the reason for this ?

i've seen a few similar issues posted, and microsoft allege that is as a result of an incomplete or failed service pack or hotfix installation
try reinstalling the last service pack/hotfix, or upgrade to the latest patch
