If troubleshooting was easy, they would not need the experts. It is when there is trouble doing the troubleshooting that expertise, in other words previous experience, is needed.
It does not mean the problem gets solved easily or ever, but it does mean someone knows how to kick the tires and know what sound they should make, and what to look at next when they sound wrong.
