every carrier has support for sending an email to their 10 digit phone number, and it appears to the end user as an SMS text message...the problem is you need to know the cell number's carrier in order to do it;
probably not a problem if you are texting people from within your organization; here's some examples for reference:
you can try to use http://www.data24-7.com to find out which carrier a number is:
AT&T – cellnumber@txt.att.net
Verizon – cellnumber@vtext.com or phonenumber@vzwpix.com
T-Mobile – cellnumber@tmomail.net
Sprint PCS - cellnumber@messaging.sprintpcs.com
Virgin Mobile – cellnumber@vmobl.com
US Cellular – cellnumber@email.uscc.net
Nextel - cellnumber@messaging.nextel.com
Boost - cellnumber@myboostmobile.com
