question is incorrect and as such answer is also incorrect - both settings are used for SQL 2019 - one for first 32 cpu's, second for the ones above.
2 answers are correct depending on number of cpu's on the server

I agree with Frederico, the 'correct answer' is not correct, the no. of processors is not mentioned in the question.

Also, for SQL Server 2019, you should use ALTER SERVER CONFIGURATION SET PROCESS AFFINITY CPU=;
The sp_configure option will be deprecated.

Apologies, the question wasn't well phrased. Modified this.
The explanation notes ALTER SERVER CONFIGURATION is the better option.
