Is there a way of restoring Policies from a sql database backup as opposed to importing them from xml backups?

To have the initial policies, you import the xml files or you manually create the policies.
After the policies are created, if you wanted to restore the policies from a database backup, you would need to restore msdb as that's where they are stored.

Yes I resotred the msdb database and msdb_OLD but the Policies did not appear under Management/Policies? How do I export them from the msdb database?

You need both msdb and the policies. The msdb database has all of the settings, meta data for the policies you settings, etc.
Importing them should be fairly straitforward and just take a few seconds and then you would have your changes in msdb.
