I am installing RS developer edition on a Windows 2000 server using a remote database and I get the install completed with the message that the Web Service was not initialized and that I will need to initialize it manually. In BOL it says you need to run rsactivate.exe to initialize it. When I run rsactiviate with the trace on the error is that the Web Srvice has not generated a public key. Any know how I can generate the public key?

This is apparently a fairly common problem.
