I hope this answer is incorrect. BOL says that WORKGROUP EDITION as "If an instance of WorkGroup is used as a Publisher, it supports a maximum of 25 subscriptions to all merge publications, and five subscriptions to all transactional publications. It supports an unlimited number of subscriptions to snapshot publications." In which case we need to include WORKGROUP EDITION also in the list.

Agree with Sugeshkumar's comment.
the statement he quotes is on the BoL web page that is referenced in the explanation to spoort an answer that plainly contradicts it. That's real sloppiness if ever i saw it.
