Thanks for the explicit explanation Gail. I did not realize that read_only would affect not just the user objects, but the database header. The behavior of both the original problem and the fix suggested makes sense now.
Using these suggestions, I've been able to keep the database in the vendor's configuration and utilize just one Veritas backup job. The Systems guys are happy and I'm good to go.
