suggestions on hardware and software requirements for a record maintenance system?

A bit too vague.
SQL version? OLTP? Number of users? Transaction volume?

There's no way to give you blanket recommendations. That's like asking which car should you choose for a race.
Do you have an existing system?
How many people will use the system? What type of work do they do? Any idea of data size? Any idea of data changes (inserts/updates/deletes). Query volume?
Unless you have some ideas of how the server will be used, you're shooting in the dark.

i think about using sql server 2008 workgroup edition. for about 10 client offices.. does it fit the requirement if intended to be use on a hospital information system but only for a specific department
